Success Story - Individual Environmental Program Area (U.S. DOT HAZMAT EXAMPLE)

HISTORY

1. Client has hundreds of sites around the United States;

2.     Client’s hazardous materials (HAZMAT) Transportation Management Program had eroded the last decade due to organizational changes and lost responsibilities for this function. Sites did not have the tools or knowledge to properly ship hazardous materials;

3. Client was cited ( Summer, 1997) for shipping a package by air containing hazardous materials whose contents were not properly identified, classified, packaged, marked labels, or declared (and did not include hazardous material paperwork associated with shipment). Client was faced with possible $ 90,000 in fines by the FAA. The shipment had been sent from Puerto Rico to the mainland;

4. Client could not demonstrate HM126-F Training (required by the USDOT) for any of its locations or its Headquarters staff.

 RESPONSE

1. We immediately met with the FAA in Puerto Rico, on Client’s behalf to clarify the citation and to explain Clients intended response.

2. While in Puerto Rico, we delivered HM126-F training to 60 of Client’s associates. FAA agent attended training with positive response.

3. We were also asked to develop Client’s Corporate Hazardous Materials Shipping Guide.  This included the review of all Client’s MSDS (several thousand), classifying each material as to proper shipping description, then preparing standardized shipping guides for each DOT Classification. This included limited quantity shipments as well as fully regulated quantities. In addition, each of the more than 150 shipping guides was broken down for the shipper with instructions for shipping by AIR, SURFACE, or VESSEL.

4. Three-ring HAZMAT Shipping Guides were finalized, and reproduced and sent to each Client location to provide the resource for any Client associate (layman) to be able to properly ship a hazardous material. Hundreds of sites now have tools to maintain USDOT HAZMAT compliance.

RESULTS

1. Satisfied Client - FAA response positive

2. Best-in-Class USDOT Program in short time frame

3. Less risks to Client locations and Corporate Risk Management Department
