(SPCC) REQUIREMENTS
Written Plan Requirements
CITATION: 40 CFR 112.7SPILL PLAN REQUIREMENTS:
A SPCC Plan Required if Site Contains Oils (any chemical without defined chemical formula) in Excess of the following:Aboveground: Single Container: 660 gallons; Site Total: 1,320 gallons
Underground: Total Storage: 42,000 gallons
The SPCC Plan Must Contain:
The listed provisions of 40 CFR 112.7, in sequence listed below:
Facility's Spill History (written description of spill, corrective action taken, and plans for preventing recurrence)
Spill Prediction for Each Type of Failure (include: direction of spill, rate of flow, total oil spill quantity)
Appropriate Containment and Diversionary Structures and Equipment, or STRONG Oil Spill Contingency Plan with written commitment for manpower, equipment and materials to control and remove spill, only if the containment and diversionary structures are not feasible); extensive requirements listed in 40 CFR 112.7(e),(1)-(10)

Management Review and Approval
Professional Review and Certification
The SPCC Plan must be:
Reviewed and certified by a professional engineer at initial completion
Maintained at the facility if facility is attended (at least 8 hours a day), or kept at the nearest field office
Amended whenever a change in design, construction, operation or maintenance materially affects oil discharge potential and revisions implemented as soon as possible but not later than six months, with professional recertification to changes
Reviewed and evaluated at least every 3 years to incorporate more effective prevention and control technology, with professional engineer recertification
The SPCC Plan must be in place within six months of starting the operations and fully implement the plan as soon as possible, but at least within one year of starting operation.

SCOPE OF TRAINING: Per 40 CFR 112.7(e) (10), Owner and Operators must schedule and conduct spill prevention briefings for operating personnel at intervals frequent to assure adequate understanding of the SPCC Plan for the facility. Briefings must highlight and describe known spill events or failures, malfunctioning components, and recently developed precautionary measures.
TRAINING FREQUENCY: Intervals at frequency to assure preparedness.
